According to the Philadelphia District Attorney’s Office, Abdul-Rahman, who was arrested in August 2023 conducted extensive research into possible targets, including a local Pride parade, nuclear power plants, and the Army-Navy football game. The FBI became aware of his activities in March 2023 during an anti-terror investigation, which revealed communications between Abdul-Rahman and Katibat al-Tawhid wal-Jihad (KTJ), a terrorist group linked to Al-Qaeda.

Abdul-Rahman allegedly attempted to join KTJ in Syria, where he intended to stay until the Assad regime was overthrown. He had reportedly tested homemade bombs 12 to 20 times in his backyard and nearby woods.
Prosecutors assert that Abdul-Rahman had shared terrorist propaganda with KTJ members, used images of terror group banners as his WhatsApp profile picture, and acquired materials for bomb-making, such as chemicals and remote detonators, which were found in his trash.
Authorities say Abdul-Rahman was ready to leave the United States, abandoning his family, friends, and school to join the terrorist group. He was aware that, if he left for Syria, he would be placed on a U.S. watchlist and never allowed to return.
